DUBLIN CITY COUNCIL LAUNCHES HOME BUILDING PROGRAMME TO DELIVER 4,000 HOMES ACROSS THE CITY-CONSTRUCTION

 

Dublin City Council (DCC) announced the launch of a significant programme to progress the construction of approximately 4,000 new homes on more than 30 sites across Dublin over the next four years.

 

This initiative represents one of the largest direct-build housing programmes ever undertaken by a local authority in Ireland, aimed at accelerating the delivery of much-needed social and affordable housing in the capital.

Large-Scale Housing Development Across Dublin

The new DCC Home Building Programme will focus on developing council-owned land using a Design and Build (D&B) delivery model. The Council is working in partnership with the National Development Finance Agency (NDFA) to support the rollout of the programme.

Housing contractors and developers are being invited to participate, with opportunities to collaborate on delivering high-quality homes efficiently and at scale.

Supporting Ireland’s National Housing Strategy

The programme will play a key role in delivering new homes between 2026 and 2030, aligning with the Government’s national housing strategy, Delivering Homes, Building Communities.

Funding is being provided by the Department of Housing, Local Government and Heritage, reinforcing the Government’s commitment to addressing Ireland’s housing needs.

A Prior Information Notice (PIN) for the programme was published on 4 March 2026, with further procurement details to be made available via eTenders in the coming months.

 

Leadership Perspectives on the Housing Programme

Ray McAdam, Lord Mayor of Dublin, emphasised the importance of collaboration:

“Delivering homes at scale is one of the most urgent challenges facing Dublin. This programme will unlock the full potential of Council-owned land, helping to create homes, strengthen communities, and ensure people can continue to live in the neighbourhoods they know and love.”

James Browne, Minister for Housing, Local Government and Heritage, highlighted the need for efficient delivery:

“To address our housing challenges, we must embrace innovative approaches that allow us to deliver homes as quickly as possible. I commend Dublin City Council for this ambitious initiative.”

Mick Mulhern, Assistant Chief Executive for Housing at Dublin City Council, added:

“This Home Building Programme demonstrates our ambition to deliver high-quality housing at pace and scale. We look forward to working collaboratively with contractors to achieve our social and affordable housing goals.”

Andrew O’Flanagan, Director at the NDFA and NewERA, said:

“The NDFA is committed to supporting Dublin City Council and working closely with all stakeholders to successfully deliver these new homes.”
